Great, so appeal using the NEWBIES thread template, as keeper at the right time at the end of the month. Electronic appeal if offered.

First step: Here is my attempt at a letter to the manager of company who owns the car park.
Question: As I am writing to the owners before the letter to the PPC am I in danger of giving the PPC my name and address before the advised 26 day timescale?

Re Parking incident at your Duchess Road car park on 8/11/16
Vehicle registration number XXXX XXX
I am the registered keeper of the above vehicle and am writing to complain about a parking charge issued by your agents, Minster Baywatch in respect of an alleged authority to park at the Duchess Road car park in Sheffield 8/11/16
The situation was that the driver entered the car park and paid a fee of £3 for nine hours parking. The driver did not see any signs, nor were there any markings on the bays that were deemed to be restricted. Indeed, after visiting the car park afterwards, I can confirm and have photographic evidence that from the parked position of the car it would be impossible to see the sign clearly as it was facing at 90 degrees to the bay.
I wish to make it clear that this was a genuine error by the driver, and there was certainly no intention to park in a restricted bay as at the time the car park was less than half full with plenty of space. As the signage is confusing and inadequate I request that you instruct your agent to cancel the charge on this occasion.
I enclose for your attention copies of the parking ticket showing the sum paid, and the Parking Charge Notice.
I thank you in advance of your assistance in this matter, and I look forward to receiving your positive response shortly.

That looks OK. Perhaps you should delete the name of the recipient as MSE doesn't approve of such things even when a name is in the public domain.
You are giving nothing away and the PPC can't do anything following a windscreen ticket until day 29. Hopefully you will get a cancellation by then, but still have time to send the appeal template around day 26 if you are not successful. Remember it is not cancelled until the PPC says so, but having a letter from the landowner or agent saying they want it cancelled is always useful.I married my cousin. I am sure that it was not your intention to "catch out" motorists who wished to pay for parking in your car park and that you may wish to review the signage on site - which does not meet BPA/IPC minimum requirements re the reserved spaces.

I know where you mean and did exactly the same thing myself - lots of signs once you drive in but big banners on the fence just saying pay and display. In retrospect, you realise why all the car park is empty except for round the edge where you are meant to park. In my case the PPC were unhelpful and just said "Beavis" but the manager was a complete gent and very helpful. It perhaps helped that we had recently had our Christmas work party there though so I had actually been a customer of the Casino on another occasion. Have to say that the manager restored my faith in decency and sense - plus was really polite about the whole thing.0

Following your previous advice I complained to the Landowner, the manager of G Casino, with the wording suggested above but I did not hear anything back from him.
It is now day 25 on so I was preparing to proceed to step 2 in appealing to the PPC. I tried to appeal on their website but I get the following error when I enter the PCN No. and my Registration into their web form:
"Sorry, we cannot find this ticket - please check the details you have provided are correct
Click here to return and enter your details again"
Could it be that the ticket was cancelled following my letter to G Casino but I wasn't informed? Or do I still proceed to complain by email or letter and assume the web form is broken?
