packard bell laptop left hanging after 11%

hi, im trying to help my friend with her daughters laptop. I hope you can help me please, thanks.
She said it suddenly stopped and began repairing but then it just went off and wouldnt come back on. I took the battery out and managed to get it switched back on but then it began repairing again and got to 11% but rather than switch off this time its left hanging on the black screen with the packard bell logo showing, its not making any whirly shapes to say its doing anything and theres no % showing anymore - i have had it in this position since `12 oclock but not sure if i should just carry on being patient and see if it will do anything? I do have an automatic driver recovery disc (not for her model as she didnt make one - her model is packard bell easy note TE1 1HC windows 8 64 bit). So, would you be patient and wait it out? if yes, how long before its obviously not going to be doing anything else and time to give up? or would you use the disc i have and try do it that way? shes not bothered about anything on the laptop being saved so a full restore would be ideal. thanks
She did take it into a shop first who told her she needed a new HD at £150 but she couldnt afford it so she asked me if i could help her with it. thanks

Thanks for your reply , do you think I should admit defeat then, she said the guy in shop didn't even try looking at bios or anything to check settings so I wouldn't take back to him, he also put her a new keyboard on but it's left a gap at the front and the cursor keys don't work now. Sounds a cowboy.0

just had a chat with microsoft as nothing was working, they said i could do an in-place upgrade of windows but would need the product key to do it, friend cant find it as she lost all paperwork over the years so i couldnt go ahead with this, i got to thinking could i find a free windows disc and try to do it with that as they said the os is corrupted rather than the hd being broke........ i have a windows 10 file on my usb so tried doing that but again, nothing is working - does anyone have dummy instructions for getting it to boot from a new os via usb please? i know im doing it right but theres always the doubt in there.
the hirens boot cd is no good as i dont have any cd/dvds to burn to and cant work out how to do to usb?

microsoft would not be able to assist , as the operating system was sold to packard bell and its upto them to organise support/warranty
it sounds like you have a faulty h/drive , you can get a replacement for about £30 and fit it yourself
to boot from a usb key , you need to plug the device in , and go to the bios and set usb as first
or there will be a key you can press at start up "boot order"Save a Rachael
