I don't know about reclaiming charges, but if it's a smartphone you can install an app such as Truecaller to block any spam calls.Evolution, not revolution0

For a few months now I have been stung with £18+ in extra charges showing as this number: 700046097
How do I go about reclaiming these charges and stopping them from charging me any further?
I don't seem to be receiving any texts which I can reply STOP to.
