Should be reported to Trading Standards by the sound of it. And the CSA if TNC are members.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

you can if that is your decision but ARMTRAC will IGNORE it and the demands for money will continue for several years , or they will issue court papers
keep a copy and free certificate of posting (not recorded) if you do send in a complaint0
