How to leave negatice feedback on eBay if the seller return the payment ....

I won an item collection in person and I have paid the item about two days ago, just wait the address for collection and mutual convenience time to collect. I have ask the collection address but he never gave me the address. After two days I got the following message from eBay
“Hello XXX
We're sorry to let you know that YYYY cancelled your order and mentioned the reason as I'm out of stock or the item is damaged.
The seller refunded back to your original payment method, and you don't need to do anything else.
I won the item at a very good price”
I just notice the money has been return to my PayPal account. He fully believe the seller is just using an accused as I won the item at a very good price.
In the past the eBay will give the chance for buyer to decline cancelation but it seems it does not apply anymore.
How could I leave a Negative feed to the seller, I did not see any more track on my purchase item. Please explain it where could I find that button to leave that feedback I have been looking for it but could not find it. Any guidance will be very much appreciated …

Or they had cold feet about your paypal payment for a collection only item where most people on here will tell you never to do.
You could collect the item and then go home and claim item not received. Offering the seller no protection.
If you came on here and said someone bought a collection only item and paid using paypal we would tell you to refund unless its a low cost item and worth the risk.Censorship Reigns Supreme in Troll City...0 -

I think the problem is that once a transaction is cancelled by the seller the transaction still shows but the feedback button goes. I have had something cancelled and I can't leave feedback.
I understand there is a work round if you go in via the actual 'congratulations you have won' email, but I have not tried it.
Any that I have cancelled as a seller also don't have feedback enabled, and I imagine that this is something that ebay will rectify at some point as CS already seem to think the feedback button is there. Well, there are tons of items and transactions on eBay for collection only especially in London. MSE team is even creating a tool to spot these items on a bargain price. Think about bulky items such as beds, other furnitures, Big appliances, etc. Building materials, people are moving home, etc . It is especially for the the used (or as new) item at home you do not need anymore where the cost of P&P or shipping it outweigh the value of item itselves ...
A seller who do not want PayPal payment should restrict the payment option and / or spell it clearly in the Auction description. I myself have done it a few times. The advantage of PayPal payment on collection only item is that it will save your time with timewasters. They might send you a message and you have been waiting for the whole day canceling you other commitments on the collection day but the buyer never turn up to collect the items. If they have paid via PP they will thinking twice of doing this.
Ebay is an official registered online Auction sites. My understanding is that like any other online auction sites, after the auction end the two parties are legally bound on the result of the auction ...
But I do not want going tangent to what has been originally been asked. So will keep focus on original question. Also keep in mind by leaving negative people contribute to a better eBay environment which will be good for serious buyers and sellers ....
I think when eBay allows the sellers to cancel the item without leaving possibility for buyers to do something, even for negative feedback they are no difference with its sister site GumTree. It will just matter of time before will be packed with a lot of fraudsters taking chance ...
The eBay stands up as first class auction site for used items, because of their reputational systems where the people could leave feedback to be investigated by other serious buyers and sellers.0 -

Just to answer this specific point. It is not possible for a seller to remove the paypal option and regardless of their preferences paypal remains the default option for sales. A seller who states anything 'firm' about only taking cash, is risking a slap on the wrist from ebay and potentially a strike on their account.
Paying paypal for a collected item whilst safe for most of the time, is a tool that scammers do use especially targeting new sellers, so any seller will be very wary of a buyer paying paypal and collecting.

adindas, exactly as above you dont get the choice to remove paypal. The seller doesnt get a choice.
Spell it clearly in the description still doesnt remove the fact that a buyer can pay by paypal. I bought a collection only item and for some reason it went to a direct paypal payment. I couldnt buy/win it unless i paid instantly. Left me no choice. I was happy for the seller to refund and pay them cash but they were OK about it. I did warn them though.
See all the listings with NO RETURNS WHATSOEVER.. Which just screams im selling tat that i found in a skip and probably doesnt work but thats your tough luck. BUT buyers know they can open a case and get a refund.
Dodgy terms in the listing can get a slap from ebay or risks attracting scammers and timewasters.Censorship Reigns Supreme in Troll City...0 -
Thanks to both of you soolin & forgotmyname. Most the time I am on buyers site, I just sold a few item so I am not aware that you cannot remove the PayPal option.

I just have a look the email carefully that I received email from email telling me that I won the item.
No button to leave the feedback.

To a point. As the seller has said the item is "out of stock or damaged" then it would be difficult to get him to fulfill that deal. As far as I know there is a route to pursue for "loss of bargain" which is essentially the difference between how much the item is readily available for and the price you've paid.

The defect depends on the reason given for cancellation.
