Surely it is best to go with what the TV licence site say they are the ones who would enforce?0

I phoned them up and asked this very question. No ariel pluged in, just watching DVD's and Video's and the Internet for work (no TV card)
Conclusion. They will be sending a guy round and discover that there is no arial in the flat (none at we can find, looks like the last tenent cut it off and had NTL installed, which is now off as well)
Explained the entire set up, and even managed to confuse someone by mentioning linux.
I did get a letter threating me with a visit and a fine and I phoned them back and demanded an apology's since I already talked to them. they said sorry and that they will send a guy around.
