PCN for being 1 second over

Hi
I am new to this site. We were at a Hospital appointment and we have a blue badge although i know in this car park you still have to pay for a ticket. We arrive at 13:04:20 and drove out at 13:04:21 and received a PCN through the post yesterday.
I can't believe we have received this for being 1 second over. Please can anyone help as want to appeal this but not sure of template to use.

I suspect that this is not for a 1 second overstay (as grace periods would apply) , but for failure to inform the ANPE system of your VRN , by way of entering it at the ticket machine or on a keypadSave a Rachael

then the ANPR did not recognise the VRN you entered , the charge is not for 1 second , but for 2hrs and 1 second , suggest contacting local PALS and asking them to interveneSave a Rachael

Of course, the ticket machine should have told you that it didn't recognise the VRN, so you had a good faith understanding that you were covered.
The parking company won't see it that way, but POPLA or a judge will.
PALS at the hospital can get this cancelled, but you might need to spend some time convincing them of this fact.0 -
I have just spoken to PALS and they said they can't do anything as it is seperate. Exactly! if i had been told it didn't recognise the reg i would have inputted it again.
Can Civil Enforcement not look at the ticket machine entries from the day and see what was entered for the day?0 -
Go back to PALS and ask how you make an official complaint about the car park and their refusal to help.0
