Mnpr!?

Hi, today I was told by a parking attendant that the company they work for operates an MNPR system on that particular site.
I have never heard of such a thing can anyone shed some light on this please.
There is no such thing mentioned in schedule 4 pofa2012 nor in any government guidelines or in code of practices or on the signage
Apparently, they are allowed to do this (so they say) so they don't have to place a ticket on a windscreen or hand it to the driver.
Apparently the camera takes the picture and sends the image to the computer in the office straight away which then automatically generates the request to DVLA for registered keepers details :rotfl:

  • My issue with this is that the attendant must first detect the contravention and then use a camera to obtain evidence of the contravention.
    This being the case, surely under schedule 4 as the detection occurred due to a physical presence on site by an attendant he/she must at least attempt to place the ticket on the vehicle or make a reasonable effort to hand it to the driver or person they think is in control of the vehicle?.
    Surely this an illegal tactic used for the sole purpose of obtaining the registered keepers details from DVLA?
  • They're talking about ANPR - you've either misheard them, or they're not clear on their understanding themselves.

    ANPR in and of itself is fine. It means they don't need to have staff on site costing them money. But it can obviously only detect certain kinds of alleged infraction - such as overstay or non-payment.

    He might mean 'manual' number plate recognition! e.g. they manually take a photo with a camera and then upload the photos & details. There is no such terminology but you can bet they might have called it that in meetings, to make it sound important!

    That is allowed (unfortunately) with no PCN on the windscreen needed. The resulting NTK has to come to the keeper with 14 days like an ANPR one, or there's no keeper liability.

    Sounds more like ANPR to me based on that description, but given we're talking about parking enforcement monkeys here i wouldn't put anything past them!

    Yes the attendant was crouched behind a vehicle and the attendant I spoke to said MNPA not MNPR as I previously stated.
    How are they allowed to do this when the terms and conditions on the signs in the car park say "unless it is impracticable to do so,the ticket will be placed on the windscreen or given to the driver"

    its unregulated so thay can do as they please, and often do , which is why there is so much in the newspapers , on tv and on the radio about these "cowboys" and their sc@ms

    its had enough publicity over the last few years , especially a year ago when UKPC were suspended due to these fraudulent malpractices

    Maybe, maybe not. They haven't necessarily breached legislation as the industry is unregulated and operates at the very edge of the law.

    Go back and get sneaky photos of him doing that. Send them to the BPA (or IPC if an IPC firm) as an official complaint about predatory tactics. Which parking firm?
