Does the hotel provide wired ethernet?
It does, but I spent a pile of money on an ultrbook which doesn't have a ethernet port !

Try disabling all other Network Interfaces in
Control Panel\All Control Panel Items\Network and Sharing Center
    Click on Change Adaptor Setting

You should see the phone in there, disable all others
Change is inevitable, except from a vending machine.

I'm not seeing where I disable other network interfaces, but Network Connections and Sharing Center> Change Adapter Settings can't see the phone. It just sees an (unconnected) Bluetooth connection and an (unconnected) wifi connection.

Not sure if this is relevant:

When I plug the phone in to the computer USB cable, the phone flashes up at the top of the Android notification window "Connnected as an installer". I'm not sure if this is good and I don't know how to change it. I have managed to get the phoen to prompt me between these three options when I plug the phone into the PC via USB.

    USB computer connection
    1) Media Device (MTP) Lets you transfer media files on Windows.. blah blac Mac
    2) Camera (PTP) Lets you transfer photos using camera software and transfer any flies on computer that don;t support MTP
    3) USB Mass Storage (lets you copy files betwwen your computer and android device's SD card)

Swipe down from the top and tap and change the 'Connected as an installer' to MTP

The OP's using the hotel wifi, not a mobile signal.

My experience with multiple versions of Android is that tethering only works when connected to a mobile network, if the phone is connected to wifi then tethering becomes inactive.

The PC can't see any wifi (I think the wifi card is knackered).

If the card is knackered you won't be able to connect regardless of where the signal is coming from. You'll need to get yourself a USB wifi adapter.

Yes, that's what I thought too.

Depending on your Android version, you should be able to share your phones wifi connection to your laptop using bluetooth.

Thanks Andy, I didn't know about that. Whether it would work with an Android version as old as the OP's is another matter.
