parkwatch , company number 08798058 can issue as many tickets as they want ,however LEGALLY parkwatch cannot get info from the DVLA or offer a POPLa code

the code you will have been offered is from another company called defence systems

if parkwatch have written to you , then they have used defence systems to get your info , as parkwatch ate not registered , it is illigal (dvla/bpa rules) to pass into to a non registered company

do what you wish , however I would (after new year) be asking the DVLA for the full name and company number that applied for your info , and to ask if its possibble/legal to pass this info to a parking co that is not registered with the BPA/IAS

  • Thanks for that.
sorry for my ignorance in these matters but will wait until new year and contact dvla.
I'm really grateful for all your help!
    Merry Christmas.

the initial reply from the DVLA will https://www.whatdotheyknow.com/request/proof_that_park_watch_limited_is

with the enfasis on T/a , however I would simply quote the companies number(parkwatch) and ask if company No xxxxx is allowed to get details

    getting more confused now.
I have appealed to park watch and got the usual rejection.
They sent me a popla code and I wrote a very lengthy appeal using the superb advice on here.
    What do I do now?
Should I not send it ? do I complain and to who?
The 28 day deadline for popla appeal is up on Tuesday.

Make sure you get your POPLA appeal in on time. The other stuff Park Watch v Defence Systems is for another day. Get your charge killed off first.

Don't get distracted, your priority at this stage is to get your POPLA appeal in. Waiting until the New Year will be too late for POPLA.

Jeez, you've got the paperwork, not us. You do not email an appeal. You do it via their portal, but as a decent appeal will well exceed their 2,000 character limit, you convert your Word file to a .pdf file, attach it to the portal, put a short 'please see attached appeal for POPLA code xxx, VRN xxx, PCN Ref No xxx' in the portal appeal window. You tick the box 'Other' as reason for appealing.

You don't email a POPLA appeal. You know that because you have the letter. You do it online, under 'other' uploading it as a PDF. Do not miss appealing to POPLA but why not add an appeal point along the lines that:
Company number xxxxxxx is a company called 'Parkwatch':

    https://beta.companieshouse.gov.uk/company/08798058

However 'Parkwatch' are not a member of the BPA:

    http://www.britishparking.co.uk/BPA-Approved-Operators

The parent company is 'Defence Systems' and has a company number 08047971 as in

    https://beta.companieshouse.gov.uk/company/08047971/officers

So how could Parkwatch apply for DVLA data, or give a popla code? They have passed the data over to Defence Systems , who have obtained your details then passed them back to a non BPA member.

A company "trading as" does NOT have a separate entity or company number.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
