That Optimus looks like a generic chinese fan heater that is often sold under various names.
e.g. Asda sell one for £11 under the name Warmlite

As others have said, ask the landlord to fix the heating. He has a legal requirement to do this. If you have a problem, if he won't do it or says he can't afford it then contact environmental health. They will inspect the property and tell the landlord to sort out any problems. This includes any problems they find not just the one you contacted them about. If LL still refuses then EH can arrange for the work to be done and bill the landlord.
This is based on personal experience with Exeter Council, they were brilliant0
