Sorry I have no recs for accommodation in Verona, but I am sure, as another poster has said, that air bnb might be a good option.
Verona is lovely alright, but there is not that much there really, the Arena (opera), the faux Juliet balcony that is a tourist trap, and the walks around the city. It is pleasant for sure, but one day would cover it IMO.
On Lake Garda I thought Malcesine, Limone and Sirmione were lovely spots.
But definitely take a day trip to Venice. Beware of the prices for coffee though. Be prepared there!0 -

We only visited Malcesine, which was really lovely but is quite far north, took about an hour on the bus from the train station at the Southern end. Sirmeone looks very nice too and is in the South so may be easier for you to reach out of season.
Verona is a lovely city, but I'd plan at least one day trip if I was there for three days. Venice would be the obvious one but like another poster says it is expensive and busy. I really liked Mantua and Padova0 -
Sirmione is very nice and visiting out of season means you'll get to enjoy the town and castle when it isn't heaving with visitors as it is in summer.
In the South East/East of the lake I'd recommend Bardolino, Lazise and Garda as lovely places to enjoy the lake whilst partaking of a gelato or two! As your time is so limited wouldn't recommend going further up the coast than Garda, though Malcesine is very popular indeed. Limone, mentioned above is on the far side of the lake from Verona and not really doable on such a short trip.0 -
We visited Sirmione easily as a day trip from Verona also in November. We took a train to the tip of Lake Garda as we were originally hoping for a boat trip (they end in October:o). So we caught a bus to Sirmione and then for the return we went all the way by bus.
I liked Vicenza. The teatro olimpico is an amazing building and the town has great Palladian architecture too.

We stayed 6 days. I think as you're only going for 3 you need to choose carefully what you want to do and leave plenty of time for eating and drinking!:)0 -

in Verona because it had good rates at the time on Expedia or one of the other booking sites. It was in easy walking distance of the sights and the railway station.
As we only had a day trip to Sirmione we didn't stay there, just used Verona as a base to travel by public transport to Venice, Vicenza and Lake Garda.0 -
