Bailiff Letter

Hi,
Got a bailiff letter today that relates to an unpaid parking fine that I got back in June 2016. Did not pay this as I thought CPMUK were being totally unreasoable, expecting me to pay £100 after appeal. The enforcement company say if I do not pay they will advise CPM to take me to court.
I received this parking charge whilst visiting a friend on an residential estate and only parked for approx 45 minutes.
It was a hot summers day and rather than to return to a boiling hot car, I slightly kept both front windows open and placed the parking permit on the drivers side window.
Came back to the car to find a ticket on the windscreen, I did appeal this charge as I thought it would be acceptable to return to a cool car with small children than returning to a boiling hot car. (The pictures on CPM site shows the windows slightly open). I had also taken pictures to show a vailid permit on the drivers window.
Reading there signage, it does say the permit must be displayed on the dashboard. My challenge was that I did not want to return to a boiling hot car with small children, so I slightly left both front windows open and placed the permit on the drivers window.
Also it was a hot summers day and even though there was signage, it was up high and was difficult to read beacause of the bright sun, again this is reasonable.
CPM did not want to know and then my appeal to Popla was also not upheld by them, there is absolutely no humanity shown by either of them.
Now that I have the bailiff letter the fine has even increased to £150, I am considering paying as I am scared if it goes to court I might end up paying £500+.
I really do not think the fine is fair or even legal but I dont want to be left with a bill that I cant afford. Can you please advise me, what are my options? should I just pay and get over and done with this ? please help

From your narrative it would appear that the PPC would struggle to win in court, especially if your PoPLA appeal was based on mitigation and not signage and contract.
PPCs have lost a couple of residential parking cases in court recently and may therefore be wary of going to court. Expect lots of scary letters, threats and read ink, but inly take notice if you get an actual court claim. Can you post the "Bailliff" letter.You never know how far you can go until you go too far.0 -

If it goes to court, and you lose, then the amount you would expect to pay is:
£100 parking charge
£25 filing fee
£25 hearing fee
£50 fixed solicitor filing fee
or £200
Other amounts are possible, but they are playing on your fears. £500 would not be allowable except in special circumstances.

Have you been to court, lost, and failed to pay? If not, then it's not a bailiff's letter, it's a debt collector letter.
