Sky+HD boxes are still available new from independent installers and second hand on E-Bay etc..
No need to go completely without Sky simply because you have an old Communal dish not suited to Sky Q..0 -

The survey is free and, very often, the upgrade to SkyQ is too because Sky subsidise it heavily. Might be worth telling that to your HA
Speaking as a director of a communal estate I would have thought that it isn't Sky you have to get permission from for a new dish - it's the HA. On our estate any leaseholder is precluded from having their own dish -that's why there is a communal system.
As long as there aren't any height restrictions Sky will stick a dish up. They do have a special heights team and independent installers will go where Sky can't0
