Thanks, but all the info is further above.
I am beyond the 28 days of the details on the PCN itself, which refers to appealing direct with Indigo.
The NTK was sent by ZZPS on behalf of Indigo and it is the NTK I am appealing rather than the PCN which gives the ipaymypcn info to appeal.
All the advice is to wait for an NTK before appealing isn't it? I still have the option to appeal PC No 3 direct with Indigo as I haven't received an NTK for that one but the advice further above suggests wait for NTK?0 -

POPLA has decided to adjourn all cases on which the parking operator has asked the motorist to make a payment in respect of alleged breach of Byelaws. This is following complaints to POPLA and ISPA that POPLA has no authority to look at these appeals. We are considering our position and will make a further statement in due course. We do not anticipate the cases to be adjourned for more than two months from 1 September 2016. Parking operators should not pursue payment while the cases are adjourned. During this period, motorists must still submit their appeal within 28 days of the date of the POPLA code if they want POPLA to consider their appeal. If you have already submitted your appeal you do not need to take further action.

It has taken longer than anticipated to reach our decision on whether POPLA has the authority to look at appeals in respect of alleged breach of Byelaws. We expect to communicate our decision within the next four weeks. Thank you for your continued patience while consider our position. In the meantime, our guidance remains unchanged: Parking operators should not pursue payment while the cases are adjourned. If you have already submitted your appeal you do not need to take further action.
The firm is Wright Hassall Solicitors. It is today now day 12 from the date of the letter giving me 14 days to pay or they may recommend legal action.

Sorry, I very much appreciate all the advice, I am just a little confused and trying to clarify.
You (kindly) suggested in your reply, not to ignore and to appeal as keeper (which I am assuming can only be done in response to a NTK).
The NTK is sent from ZZPS with their appeal address on it.
So should I either appeal from the PCN (to indigo direct, which I can still do for PCN No3)
Or
Appeal as keeper from to the NTK (from and to ZZPLS with their appeal procedure).
Or
Appeal as keeper from receiving the NTK but to Indigo directly (although will be outside the 28 day window and can no longer do online).

Are you sure the letter from ZZPS is an NtK? Is it headed as such? If so, does it identify both Indigo and the Creditor in accordance with Schedule 4 of POFA? Does the NtK information match, 100% and in all and every respect, the information on the windscreen ticket which i'm thinking you refer to as the PCN? Has it arrived within the mandatory timescales from the windscreen ticket being issued?0

ZZPS are a debt collector and highly unlikely to not want your money , aZZPS are members of the BPA , in back office work or debt collection , therefore is they are acting as back office for indigo , they MUST issue a POPLa code , failure to do this will not be liked by the BPA
your job now is to collect POPLa codes , by simplty sending the blue templet in the newbies thread

I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.
I believe that your signs fail the test of 'large lettering' and prominence, as established in ParkingEye Ltd v Beavis. Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers.
Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. You have omitted clear information about the process for complaints including a geographical address of the landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
I have kept proof of submission of this appeal and look forward to your reply.

No. The NEWBIES thread hasn't said that for a couple of years at least.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

For info, they don't take appeals on this site anymore the current one is:

However, this is a bit of a joke as you can only choose from a pre-set number of reasons for a appeal, with a further box for additional info with very limited number of characters.
Furthermore you have to select whether you are the driver, or name the driver if you are not, before you can submit!0
