You should only enter the box junction when your exit is clear. In an ideal World, yes, but it is impossible to always anticipate (or even see, e.g. with those YBJs where the traffic continues around a corner or where two lanes taper to one).
It doesn't really matter what the other traffic ahead of you was doing unless someone reversed or otherwise blocked your anticipated space. Traffic is unlikely to reverse but we do agree that the problem is caused when a vehicle blocks the exit the driver intends to use.
Did you have to stop because the traffic ahead wasn't moving as fast as you expected? That is deemed to be your fault. Not necessarily.
I suspect you will have to suck this one up and put it down to experience. Rotten luck as those things can be tricky in heavy traffic. 100% disagree because the appeal success rate is phenomenal on pepipoo. The Council are extremely likely to muck up the appeals process, which is embarrassingly common.
Try the motoring forum or Pepipoo but I suspect they will say much the same as I have.
