Oil storage tank

My 1100 ltr single skinned plastic oil tank is approximately 10 years old. The tank has developed three slits about 3- 4 in long on the top of the tank - so no leakage.
My plumber tells me I need a new bunded tank.
My questions are - does it have to be a bunded tank (single skin tanks are still on sale) ?
Is it practical to attemt a repair using epoxy resin?
Would a steel tank be an alternative ? It would fit my existing footprint better than a much larger plastic tank. I really do not want to exceed l.1700 w.745 h.1400 .

We got a single-skinned 1360l steel tank to replace a old steel tank which had been abandoned and consequently rusted (previous owners who rented the house misguidedly had ripped out the oil heating and replacing with electric - would have cost a fortune to run!).
Really pleased with it - less likely to suffer an oil theft with steel I understand and their lifespan is longer if properly maintained. The guys who provided and installed the tank just told us to give it two coats of Hammerite every 4-5 years.Cleared my credit card debt of £7123.58 in a year using YNAB! Debt free date 04/12/2015.
Enjoying sending hundreds of pounds a month to savings rather than debt repayment!0
