Be aware. The few remaining councils that use a parking order to create a cash cow

Rother District Council (in East Sussex) is one of the few authorities that rely on off-street parking orders to control their car parks.
This means should you get a PCN (they call it a standard charge) they treat it as a a private car park for processing. However they do not belong to any of the 'Trade' bodies so the only route of appeal is through their system. Your first appeal if it is (likely) rejected allows you to lodge a final appeal that goes to an independent adjudicator. Who is (they have told me in writing) a salaried council employee. And guess what if you fall at the first you,ll fall at the second too. There is no other route of appeal. Its County Court or a Judicial review, end of.
