Who issues 'Letter before referral Court Action'

I thought I had laid to rest a PCN issued by EuroCP during February of last year. I was living abroad at the time and in May 15 sent to them all the necessary evidence (from Turkey by registered post to both their HQ address and their PO Box)
I have had no correspondence from them until yesterday when I received a'Letter for referral for court action'.
I,m assuming that this is just another scare tactic as the word 'referral' is in the title. However this is becoming tiresome. I can,t seem to find if there is a time bar I can use. Anybody any ideas?
Most appreciated if you have as this is getting tiresome now.

Who sent you the letter?
Statutory time limit for court action to recover any alleged debt is six years, so you can be free of this in March 2021.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

They can't start court proceedings, and if it did go to court they would get nothing because only the parking company can make a claim. They can't do anything other than send very poor quality bog paper or fire lighters.

Exactly as Fruitcake states.
ECP are litigiously benign and from almost half a million tickets issued in the past couple of years, they have appeared at the small claims court just once - and that statistic refers to any type of small claim - it may have just been a dispute with a supplier; neither does the statistic say who was suing who.

to which address was the letter received , sent to , Turkey or the UK? at the time of the incident , the car? was it registered to you at a UK address?Save a Rachael

The car was registered to me at my UK address. The initial PCN I believe went also to my UK address but went adrift in the post when forwarded to my Turkish address. I received (as you do) another demand which I responded to requesting a copy of the original PCN. This was ignored. Shortly after in May (last year) I received a 'Notice of intended Court Action' By forwarded mail (from home) to my address in Turkey. I endorsed the letter to the effect they (the debt collection mob) should refer back to ECP. I also pointed I had no idea who was driving the car and again pointed out I have received to date nil evidence from ECP nor a PCN. I sent the information including my Turkish address (and a copy of my Turkish residency ID card) in Turkey requesting they use my Turkish address if they needed to carry on the correspondence. The letter was sent by first class registered (sign for receipt) post. Because they only use a PO box I sent copies of the same to DPR's registered London address. Naturally there was no response. I still have the registered mail receipts for mail to both addresses.
I would most appreciate any views on this.

Yes ... OP moved to Turkey for an oil project, which has since been cancelled. (Is how I read things).0
