    This is typical of most private parking companies, especially the ones belonging to the IPC. Many of these were ex clampers and as you have pointed out, they are not very bright and have very little business acumen, other than trying to put the frighteners on people by using language and regulations they don't actually understand themselves.

    I would take that sign to read: Permits required even if you have a blue badge, ie
    Blue badge+permit = OK ( although we will try and find a way to issue a ticket anyway)

    Permit But no blue bade ( see above)

    Blue badge and no permit - ticket issued ££££ for us ( unless the driver/keeper discovers that pesky money saving experts site)
