That is certainly my inclination. I sent them copies of my bank statement that shows they have taken payment but they do not even acknowledge that and bang on about me being too late to appeal.0

Why not go back to them and say that you intend to raise the issue of their lack of reasonable cause in accessing your personal details. The bank statement proves they had no reason. Tell them that if they do not remove your details from their system and cancel the ticket, then they can expect a call from the Information Commissioner's Office and the potential removal of their ICO registration.
If they continue to mess you around, then go to the ICO with your complaint.

I am having this 'back and forth with PPN Debt Recovery & Prosecution Service as Indigo refuse to have anything to do with it at this stage. Isn't it them though that I should be dealing with?0
