Cruise Holiday - having to cancel due to ill health

Would your dad cope with respite care?
It's not ideal, but it may be that your mum would benefit from a break so there is always the possibility of dad going to respite and you and mum still taking the holiday.All shall be well, and all shall be well, and all manner of things shall be well.

I guess you know that you are then carrying the full risk whilst there is no insurance in place
Not sure the logic of delaying purchase unless the premium for the insurance would be more than the amount you would lose in case of cancellation0 -
@grumpelstiltskin very valid point but my mother wanted to get one last family holiday in before it was too late. We simply didn't know the illness would advance as quick as it has.0

@caz3121 - Pretty sure the travel insurance company would not pay out anyway because of the pre known medical condition. So obtaining insurance at the same time as booking holiday would be fruitless.0

You've described the circumstances you might was well post the details of the cruise and see if someone is interested in making you an offer and get some of the money back (probably worth checking how much it will be to change names first and if there's a deadline before the cost goes up though)

Visas will need to be applied for for Sri Lanka and India which cost £150 per Peston but more if you get a dedicated visa company to do them for you0 -
Please don't try to sell the holiday to a complete stranger. There's good reason why selling is banned on this site.
I'm sorry for your situation OP, dementia is the most horrible of conditions. The only saving grace is that they did not travel and your father then become ill. The cost of medical evacuation would run into the tens of thousands.0
