Do you mean to seal where the plinth meets the floor ? Standard silicone sealant should do the job. It's commonly available in white, brown and clear colours, so just choose the one that best matches what you've got.0

Which is ta good expanding foam to fill the area underneath and is easily removal0 -
I don't know why you would want to seal. What things come from underneath? If you do the plinth would not be "easily removable"."A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi

Our plinths have silicone seals attached to the base - so they come away with the plinth when it's removed.
You probably want something like that, rather than silicone sealant applied to both surfaces.0 -

You will just be trying to hide the problem rather than fixing it and expanding foam is difficult to remove at the best of times so when access is required it may cause long term damage to the actual unit.
If you are looking to stop little bugs from crawling out from underneath then a silicone seal is sufficient here but if you have more serious issue like rats or mice then using foam will not work as you need to treat the problem rather than try and use the methods you describe.0 -
