Well how are you defining an obstruction?
How many pavements do you see on 'narrow' streets that can fit a wheelchair/double buggy and half a car width?
Plenty by me, the width of the carriageway (kerb to kerb) doesn't ncessarily mean the distance from the kerb to the property edge is also narrow.
If a wheelchair or a double buggy can't be fitted through then that is obviously causing an obstruction. A common sense approach needs to be taken. You only have to search this board to see what happens in Greater London where the profit motive and a revenue stream for the council overrides common sense.0 -

To clarify a few points raised by various posters. I also suspect growing of the illegal substance and have voiced my suspicions to the relevant authority some time ago. It would have been obvious to the investigating officer as the neighbour was out the back have a spliff when the officer arrived.
The road is lined by large trees which take up the outer Half of the pavement and he was parked under the tree leaving the gap between the tree and my hedge clear so just enough room for a pushchair to get through, a double pushchair won't fit due to the tree anyway.
Comments about hedges being very hard to set light to are noted by burning cars burn long and very hot normally.
We sleep at the rear of the house so were unaware of the last fire until the morning when it had burnt itself out.
Thanks for the suggestions though, particularly liked the plate steel suggestion although I don't think it would take long for the local scrap metal merchant to remove it as they are prone to doing with anything not bolted down and even some bolted down items.0 -
