    The smell is probably cannabis growing.

    I notice it a lot from certain houses when I walk the dog.
    Every few years, there is a Police Van outside one of them, with the front door off its hinges and a Policeman outside.
    Then there is an article in the local paper about the "Cannabis Farm Bust" acting on "information received from the community"

    If they had a couple of bobbys on the beat, they could gather their own information by following their noses.


    As to the op's problem, keep watering the hedge, leave the bedroom curtains open, and the window, then you might detect the next arson in time to get your own car shifted and the hosepipe to the hedge whilst you wait for the Fire Brigade that you called first thing.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Well the OP has given no indication they are in London. As long as no obstruction is being caused then quite rightfully the police/local authorities take a pragmatic view when it comes to pavement parking, knowing that on narrow UK streets it can aid the flow of traffic.

    Have you mentioned said cannabis farm to the police? They'll probably be looking into *why* the car was torched.

    As said, hedge will presumably be fine regarding a fire burning next to it for a while. If the restoration car doesn't move under it's own power, it might be better to move it further away.

    Don't know about English law. Try getting a vehicle moved off the pavement here and see how far you get.

    Well how are you defining an obstruction?
    How many pavements do you see on 'narrow' streets that can fit a wheelchair/double buggy and half a car width?
