Using the court system in Scandinavia (Sweden I think) would be messy but not impossible. Some things that might help:
1. if you have insurance that covers legal expenses then that would help enormously: a professional would just do everything for you;
2. if you paid any part of your air fare using a UK-based credit card then the card provider is liable in the same way as the agent. You would then be using the English court system, although in practice I think most credit card companies would not attempt to defend this and would simply pay you what needed to be paid;
3. if you paid by debit card then you can at least ask the card provider to do a 'chargeback' and reclaim what you paid for the tickets, on the basis that the agent had a contract to supply the tickets specified in the confirmation and did not do so.0 -
