You are not the first to wonder if the NEWBIES thread is up to date but it's not possible to re-start a sticky thread...I can only edit it. I've had a reply from Civil Enforcement.
They say there is no legal requirement to send out the PCN within 14 days as there is no reference to POFA on the ticket. I quoted the relevant Failure to Comply with Section 4 para 9.4 of the POFA to the letter.
They will not provide me with proof of the contract between them and the landowner due to the Data Protection Act. There is no car park at the address stated on the PCN and I have asked for proof that they have authority to manage the car park where my car was parked.
They want me to provide details of the driver within 7 days.
Any suggestions where I go from here?

and as they are not bothrering to comply with POFa , they can find the driver without your help,
await thier rejection in a few weeks with a POPLa code and kill em at POPLaSave a Rachael

Yes, that is true, but you KNOW that already because the NEWBIES thread tells you that PPCs do not 'have to' use the POFA.They say there is no legal requirement to send out the PCN within 14 days as there is no reference to POFA on the ticket.
The point is because they have chosen not to, they can only hold a driver liable. Soooo, can you now see why they've sent that desperate letter?!

Hi Guys,
I appealed to POPLA following advice given on this thread and am pleased to say that my Appeal has been successful!
I appealed on two points:
a) The address given on the PCN was not the address where the car was parked.
b) Failure to Comply with Section 4 para 9.4 of the POFA
Civil Enforcement informed POPLA that they do not wish to contest the Appeal so my appeal was successful.
