Yes that's right. Sometimes people with Millennium PCNs eventually get a claim from 'MIL Collections' which is IMHO, better than getting a claim from a parking firm because MIL's business model and cause of action is pants. See cueball's thread if you want to see what people receive from MIL, to be ready in case this occurs in your case.
I think your efforts are to be commended. You may want to mention the MIL threat in your complaint to your MP and Mrs May. Ask what on earth gives a third party 'company' like notorious MIL (who are no relation to Millennium) the right to traffick in litigation, buying spurious PCNs at £1 a pop...then suing people for £250 as an aggressive but cheap method of money-grabbing?
They collect no evidence from the parking firm except a few photos of a car and a sign and have no business suing over it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It had all been quiet for a bit so I hoped the situation might have gone away. Then I received a letter from Zenith collections offering me a reduced fine from £150 to £80. Part of me is tempted to pay just to stop having this haunting me but equally I want to make sure that I have exhausted all other possibilities.0 -
ZENITH is DRP in disguise , and you should know all about IGNORING drp and any other DCA by now as CM mentions it in the NEWBIES sticky thread , plus in this other thread as well

I have no idea why you think its quiet after only a few months (4 months) , not when the PPC has 72 months (yes , 72 months) to issue a court claim for an unpaid invoice (not DRP)

OP - did you ever check your daughters lease (if she owns it) or AST (if she rents it) to see if there is any mention of having to use a permit or what rights she is actually granted for visitors to use the "visitors" spaces?
Once you know what the lease says it may be time to then put some pressure on either the Managing Agents or the Freeholder (basically whomever brought the PPC in and hasn't put in proper protection for the residents / genuine visitors possibly contradicting what is in the lease or AST).0
