Insist on a POPLA code or appeal through IPC?

I received a PCN whilst parked in a visitor space at my daughter's apartment complex. I parked the car, went to her flat, took my 4 year old to the toilet and returned with the parking permit, only to find a PCN stuck to my windscreen. I looked for the parking attendant but he/she was no longer on site. I was told by the caretaker that he had only been on site for 10 minutes and so as they wouldn't be able to follow the PCN up I should ignore it.
I then received a letter from PCS - Parking Collection Services (a debt collecting agency) demanding I pay £150. I phoned the landowner SEEL and CO who told me that it had been logged that I had left my car for 20 minutes. They advised me to write a letter of appeal to the parking company who manage the site - Millennium Parking Services. Following this, the caretaker contacted me to say that the CCTV showed that the parking attendant was actually on site for 20 minutes. I still maintain that I did not leave my car for anymore than 10 minutes and do not believe it would have been possible for the parking attendant to have seen my car the minute he entered the site and then again as he left it.
I have received a response from PCS stating that because I appealed after 21 days from receiving the PCN, they would not consider my appeal. I then wanted to appeal through POPLA as Millennium Parking Services advertise that they are registered with the BPA and the IPC. I emailed them and asked for the 10 digit verification code required. They replied telling me that I should appeal through the IAS. My understanding is that POPLA are a more independant and transparent appeals service. So what is my best course of action - should I insist that they give me the verification code or start an appeal though the IAS?

The whole system is akin to the Nigerian Scammers
The IPC is a carefully designed system to scam motorists.
It is a complete scam run by Gladstones solicitors who managed to con the government into believing they were genuine and real.
THE DCLG ... Dept for Communities and Local Government which is operated by Communities Secretary Sajid Javid is now the man to close down the IPC as their system is to extort money from motorists.
One MP Marcus Jones MP appears to be active in the DCLG and he is proving himself to be a white elephant in Mrs May's government
In fairness to Sajid Javid the con was before his time and a bod from the government was stupid enough to give the IPC ..ATA status.
A very sick system and the government still allows this massive scam ?????
For you, no point in contacting the IPC, unless of course you want to contact shammers.
Sit back and wait and if the PPC wants to go further, they will contact you and then you come back here for help

There's only so much that regulars here can do. In the main we help those with their specific problems about their parking charge notices. We are often overwhelmed by the volume.
But for those individuals who have the actual paperwork relating to the duration of the hassle they are experiencing, they are the ones to pile in and do their bit for the cause, by copying all the junk they've received and send to May/Heald/Corbyn/own MP with a letter of complaint.
You do your job for us, we'll do our job for you.
I said in a previous thread that regulars' input should be subject to proof that individuals had already complained as above. Personally I'm much more inclined to put my shoulder to the wheel for those who join in the campaign.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Ok, so next do I
1. Send my letter of complaint to my MP and Theresa May including copies of the letters sent to me by the PCS
2. Ignore any further letters from them unless it is a court order
I have written a complaint on the facebook and twitter page of the landowner SEEL and Co. But haven't yet received a response. Is it worth writing to them as well?
Is there anything else I can do?0
