    Either one of your valves is faulty or the programmer is broken and the valve is not getting the signal to open/close.
    Put the radiators only on and see which pipes/valve gets hot, the hot water side should get hot up to the valve then be cooler on the other side of the valve (this valve is closed). This tells you which valve serves which function.
    When you put the hot water on, either the radiator valve is not closing (which means the rads get hot) or the radiator valve is not getting the signal from the programmer.
    You need an electrician/heating engineer to test both of these, but you will be able to point them at the right valve and sound confident that you know what the problem is so they don't try and rip you off.
  • Trace the pipe from the hot water cylinder & note which valve it is, the other valve is for the heating, your valves have a lever on them if it's loose to move then the valve is open if there is resistance then it's shut, put the hot water on the programmer heating off, test the lever on the heating valve to see if it's open or shut
