As far as I know there are no local offices so wonder who the appointment is with and where.

If you cannot get anywhere with the contact details given then contact your MP.

Take no notice of what Child Benefit say about the other person 'owning' the number because they claimed CB first. The only people who will make that decision are HMRC.
    This.
The Child Benefit people obviously believe you need a number and for the time being they are happy to maintain the other person's child benefit account. The existence of that account under their name will mean it won't work for you, hence them wanting a new number for you.

The odd thing is that (unless they moved back again) the CB department is part of HMRC.

It's not correct that they keep the Nino. It was allocated to someone (either you or then) years ago and that's who it stays with
    Yes.

Although HMRC have been responsible for the issue of NINOs for many years now (sometime in the 90s) the actual interview/applications have been conducted by DWP/job centre staff (I did many myself).

It doesn't sound like a new application is the right way to go about it - not least for your NI record - but it would at least help them get to the bottom of it since part of the process is about previous NINOs and you appear to have some proof of at the very least an error.

Don't wait. Contact the people suggested.
