Are the post office's 2D barcodes sufficient proof of postage?

nothing hi tec about generating QR codes and putting them into a label
however,does that mean the seller wasnt charged for the return label if it didnt scan?
What I do know is that if you get a missing 2nd class parcel and you call the o345 number (which I assume is 10p per minute) it takes about half hour to get through and there is no further data on these parcels barcode. If there's no scan - there is no info other than when you can claim. And I'm still concerened that someone can pick up a parcel from the delivery office after you've had to refund or replace.Warning: any unnecessary disclaimers appearing under my posts do not bear any connection with reality, either intended, accidental or otherwise.
