This cant be a mobile number shortly. is this another scam going around?

They are "Personal" numbers with part of the call cost going to the owner, a private form of 0871 numbers.

Ofcom created them then realise they were, (but not would be) getting confused with mobile numbers. They should have a recorded message to tell you so in any incomming call and will be withdrawn by mid 2009.
