Refund for flowers

I bought flowers for my mum online for mothers day. They were late and when they did arrive after a week they were dead within a few hours. I emailed and asked for a refund. They took ages to get back to me but did say they would refund me. I am still waiting for a refund. I have emailed a few times and they have replied they are sorry and will do the refund now. I still haven't got it, it was back in March!
The company are Delightful Bouquets and they have no phone number.
What can i do?

If you paid by card then you could have taken advantage of the Chargeback facility, but unfortunately you have left it far too long and you are now out of time. I believe the same is true of Paypal. Your option now will be to take them to the Small Claims Court, although given their willingness to flout the law by not providing a phone number I'm not convinced you'll ever get any money.

Admittedly I'm going purely on memory but afaik, there is no law that forces retailers to provide a phone number. They need to (under e-commerce laws) display the company number and registered address, but no requirements to give a phone number.You keep using that word. I'm also going on memory but it's my understanding that a phone number is required for a UK online business. Hopefully someone else will actually know which of us is right.0 -

[Amongst other things], a UK business selling at distance (online) needs to supply their geographical address. That doesn't have to include a telephone number but when it does there are further rules in relation to charges.

The CCR (Schedule 2) actually sayInformation relating to distance and off-premises contracts
The information referred to in regulations 10(1) and 13(1) is -
the geographical address at which the trader is established and, where available, the trader’s telephone number, fax number and e-mail address, to enable the consumer to contact the trader quickly and communicate efficiently;
