U-K P-a-r-k-i-n-g S-e-r-v-i-c-e-s windscreen ticket at Seacroft hospital in Leeds

Hello all

So, I was really behind time and only just made it to an appointment on time... unfortunately, I parked in a disabled bay without a badge so got this ticket.

There is a potential that the hospital can help me, otherwise I will challenge with the usual stuff, but I was in a disabled bay so it probably looks worse.

Are you suffering from a long-term (over 12 months) medical condition that affects your daily life?

Yes and no. I suspect that this can be a tricky one to answer.

However, I do not suffer from ( and nor am I aware of) any physically debilitating conditions or illnesses so proximity to the entrance probably can't really be argued as a Grd4Rep.

OK so send the usual IPC firm challenge, as shown in 'NEWBIES PLEASE READ THESE FAQS FIRST'.

I went away from this tab back into other projects and have just returned back here..,

Yes, this will be the first IPC PPC that I'll have had to deal with.

Between BPA and IPC 'governed' PPCs, I wonder which tend to yield better results in terms of successful appeals.

    Goodnight.

    Better results?

A BPA company will reject your appeal, but PoPLA might uphold a second stage appeal.
An IPC member will reject your appeal, and the IAS will reject your second stage appeal.

However, you must play the game. Doing nothing is not an option.

IAS = no chance! I do not recommend putting yourself through that stage.

  • Since getting the NTD, I've contacted the professional I went to see. I mentioned that I put my vmc in a disabled bay. There seems to be a possibility that something will be written, like some sort of supporting letter explaining that parking is limited etc. This, of course, doesn't mean that the PCN will be cancelled.

I still haven't heard back from the professional who said something could be put together stating that there are limited parking spaces etc. etc. .... yep, I know that having such a letter or note from the hospital is unlikely to mitigate the PCN and that the IPC member is very much likely to reject any initial appeal (even if it's a strong one).

I'll use the appeal template for IPC members and then, once the PPC has rejected it, I will ultimately do nothing (and forget the next stage appeal with IAS seeing as they seem to favour the highly corrupt PPCs) and just collect all correspondence that the PPC and 'debt collectors' may send.

I guess I will only act if some LBC is received (assuming that it isn't fake).
  • The NTD was issued on October 4th. I'm going to send the appeal template for IPC members today (there's no online facility, only a postal address). So, today is like day 22 of the 28 day period for appeals. I'm not sure if my putting sender's name and address at the top of the letter is a good idea. I don't know when this IPC member will be applying for my details from the DVLA, but if I include my name and address then they may look to avoid the £2.50 charge and simply write back to me. I'm going to send via 2nd class with, I think, two second class stamps + 4 pence in order to get a tracking number. I may also just call them up while withholding my number and ask if I can send the appeal via email.

The point is that you appeal giving a name and address, not saying who was driving, in order to STOP them remembering to get your data from the DVLA. To make them forget that bit, reply to your appeal rejecting it and time themselves out to issue any NTK.

That's the point! That's why we recommend doing this at this time (keep proof of posting, a free certificate of posting from the PO Counter, 1ST CLASS, staple it to your copy of your letter, as proof. NOT RECORDED DELIVERY - NOTHING TRACKED/SIGNED FOR, NONONO.

Do not phone them up, do not email them if this is not offered on the PCN. Stop trying to re-invent the wheel - we know what we are doing. So yes, a name and address of the keeper IS at the top of the letter.
