3 Mobile PAYG- Charges for engaged lines?
I have a 3 mobile payg phone. Today I was surprised to find my credit had run out when I phoned my doctor's surgery several times when the line was engaged. I always thought that mobiles had no connection charge especially when the line is engaged.
Is it normal to be charged when making a call to an engaged line?

What was the prefix of the number? 01, 02, 03, 084 or 087?
If a non-geographic number is in use, and if the call is picked up by the provider of the non-geographic number but the forwarded leg of the call cannot complete, they will generate some sort of engaged or unavailable tone, or a voice announcement, and you may well be charged for the call.0 -
sometimes, the switchboard answers the call, but if no internal fones available, it plays its own , be it a engaged tone or a voice msg saying all busy try later or hold.....0
