Many people find they get better results by submitting complaints to the person at the top of an organisation (that is certainly my own experience) and I suspect that will also apply to the police.
I may be wrong but it is no more effort to complain to the Chief Constable than to someone lower down the pecking order.
If anything it delays things and is more effort than either doing it online or in person.0 -
