Compensation for delay/cancellation due to bad weather

If a flight is delayed or cancelled due to a hurricane departing from a region known for hurricanes, could anyone tell me what my rights are please?

rather than thinking "extra-ordinary" means something out of the ordinary - (I assume your point is that these events are not uncommon) think "does the airline have the ability to fix this?"....when it comes to weather, ATC etc, the airline has no powers0
