If I was moving in to a rented house and the landlord wanted me to sign up for a bill splitting scheme, I would assume it was some sort of scam and run a mile.0

If people are big enough and ugly enough to move out of their parent's home and pay rent then they're big enough and ugly enough to sort out their own utility bills. As a landlord all you need to do is take the meter readings, contact the suppliers and give them the names of the new occupants just in case you do end up with a bunch of eejits as tenants.0
