How does Tmobile's Web'n'walk work ?

I had an old T-Mobile contract with 1GB data . In August I used all my data allowance for the first time and found that there was no add-on that I could buy to add extra MB for that month. So I called CS and they added Web'n'Walk option to my contract (because I was with them for so long bla bla).

Now my online account shows that I still have 1GB left even if I use data actively, so as I understand it uses the unlimited fair policy Web'n'Walk instead ?

My concern is that it feels like data connection quality went downhill a lot, I am constantly losing signal/data .. is it because of web'n'walk or general t-mobile coverage not being good?
