I'm not an expert on the rules - but if you are in social housing then you would be affected because your lodgers won't count under UC whereas they did under HB so if I have understood your situation you would be restricted to the two bedroom rate.
Something worth looking a if you are in social housing.

I would not be restricted to 2 rooms because at 17 and 20 it is legal for the boys to have separate rooms - that is before you throw in the 21 year old.
It would actually be a lot easier for me if I could get a 2 bed house in the town 13 miles a way where my 17 year old attends a private provider football academy as I cannot get any support for transport because the local college provides a "similar" course (on paper it might be similar) and he has to be driven (its cheaper than public transport as there is no direct link) but that is a challenge for another time0
