Minimum line access speed cancellation with BT/Plusnet

I'm currently looking at taking up a fibre deal with either BT or Plusnet, however having had to cancel Sky Fibre in the past after being unable to get the guaranteed minimum line access speed (who didn't charge any fees for cancelling), I wanted to see if this was the same with BT and Plusnet.

I know OFCOM rules specifically refer to the waiving of termination fees in the event that the speed cannot be achieved. But in the event of cancelling due to the above reason, I'd like to find out what other fees we'd be liable for. I'd assume activation (including PNs 'free' activation being charged for) and router postage with both would be non-refundable - but particularly with BT, I've read about their hub charge for leaving within 12 months - would this be likely to be payable?

Neither company seemed to be able to give a straight answer over the phone, but it would be nice to know before joining just in case.
