Blue badge ANPR ticket

Parked in a large hotel chain car park, signs say, Blue badge holders free parking.
I displayed my blue badge and parked in a disabled bay.
28 days later I get a PCN asking for either payment or tell them who the driver was.
Took ticket to the hotel reception, was told there had been lots of complaints about the car park and they would get the ticket cancelled.
Waited for a week, heard nothing from the PPC so I emailed them for confirmation that they had cancelled my ticket as the hotel receptionist said.
Waited a further week but heard nothing.
Emailed the CEO of the hotel group, told him I was sorry I had to contact him regarding this ticket but the only email address I couldfind was for online bookings, so could he give me an address to contact the hotel to check they got the PCN cancelled.
Got a reply from someone at head office saying they had taken over my query and could I supply them with my booking number.
I replied saying I wasn't staying at the hotel, I was simply using the car park. I got a reply this morning saying they couldn't help me with this fine (yes they called it a FINE) as I wasn't a paying guest (ok not the exact words but that's what they meant) and that I should take it up with the PPC, they even gave me a link to contact the scum (whoops I mean PPC). I haven't contacted the PPC again as it will be pointless since they didn't reply to my last email.
This has pretty much cheesed my off, I have not broken any contract regarding parking, the hotel group (who own the car park) are washing their hands on the whole affair and I think they are responsible, I even think they may be breaking the law (I hoping there braking the Equality Act).
I have also up until the 05/10/2016 to appeal this ticket, but I don't want to have to basically pay for paper, an envelope and a stamp as I have done nothing wrong.
May I also point out there was no ticket on the car, the first I knew of this was when I received my £60 ticket (28 days after the alleged parking offence, thereby not sticking to PoFA ie 14 days for ANPR)
I have to point out that I not only have mobility problems but I also suffer from severe to profound hearing loss, that is why I use emails instead of telephones.
So what is the best way forward with this.

    Which PPC? ParkingEye? APCOA as mentioned on another thread?

    You should have appealed this, as you know from your other thread. See the NEWBIES FAQs thread.

    You really need to appeal this to the PPC, otherwise you risk being invited to attend court at a later date which is a much harder process.

  • A lot has happened this afternoon, the hotels head office assured me the PCN had been cancelled so I contacted APCOA again reminding them they had answered my previous email and could THEY confirm my PCN had been cancelled, well the nice people at APCOA emailed me back saying,

    Good afternoon.
    Yes, we able to confirm your PCN has been cancelled.
    Kind regards

    Now ain't that just nice of them, now the fun begins, the hotel have pee'd me off, APCOA have pee'd me off, the DVLA have pee'd me off and no doubt when I complain to the BPA they will pee me off. I'm a bit angry now so I've got to think things through before I progress with this, but I will not let this go.

    Go for it ..... The BPA are wasters, CEO is Patrick Troy runs a company nobody trusts ...... guess ever since he was seen on BBC watchdog with David Evans of the DVLA both are seen as complete bullsh*tters
