The EU and its Car Hire Ombudsman

It looks like you can complain to the these guys if you have a problem with a car hire from a foreign EU country.
What does this mean though?
If I book a Hertz car through Holidayautos and Hertz overcharge €500 for extra days/kilometres, will ECRCS say it is out of scope???

ECRCS wrote:"Rental customer – You must be a customer of the company subscribing to the ECRCS. We cannot look at complaints regarding the service or charges made by another company with who you may have booked the rental with e.g. rental brokers."
