"Please contact our credit referrals team" Message on Talk Talk

I have just been trying to register for this deal on the talk talk website

When I got to page three of the registration process I received the following message:
"Please contact our credit referrals team on 08081080616 who will be able to assist in this matter."
I don't even want credit! I am paying the entire year's line rental up front!
I tried to ring the number but only got an answerphone message. So I went onto talk talk live chat and they said that there was a tenant here before me who didn't pay the bill and that's why I was getting the error message.
Does this make sense? Why am I being penalised for the previous tenant? Or could it be that they aren't happy with my credit?

Well the broadband is free for the contract and I will be making very little, if any landline calls but I concede they don't know that. I just called them and they are trying to force an 18 month contract with no love2shop voucher. But they are offering an essential sim with 100 mins and 400 meg data monthly for the entire 18 months for £15.06 per month. They want £271.08 18 months line rental up front for that offer.
Does that seem reasonable?0
