As well as options given by other posters, try using a UK based proxy service.

The latest version of the Opera browser also includes a free VPN but I don't yet know what servers it uses or where they are based - I think they have several dotted around in various places and you might be able to select a country option, I don't know yet I have not yet installed it to try.

They are based in Canada,Germany, Netherlands, Singapore and USA.

This lets you know how to set it up http://www.opera.com/blogs/desktop/2016/09/free-vpn-in-opera-browser-40/

Another option is to get a friend to download the file then run it through something such as the Lame encoder and set the output bitrate to 4k or 8k and mono sound.

Unless you have exceptional hearing you should not notice much difference between the reduced file and the original.

This will reduce the file size enough so that it can be sent as an email attachment which you should be able to get anywhere.

I have used this in the past and got a half hour radio play down to a 3 meg file.

Thanks to Terry98 for the Opera info.

When you look at the iPlayer Radio schedule you may not see a podcast.
But a search may reveal that one exists.

Another tip: Go to Settings on the app and set Best for Disk Space, this can drastically reduce file size, if you have a half decent roaming tariff, can be viable to download via 3g/4g this way, using you networks roaming VPN.
