help to buy isa post 2019

I know that new customers will not be able to open a help to buy isa after 2019. Can people who already have one carry on putting money into it after this date?
The rates on normal isas are miserable and i am worried about the lifetime isa as if i don't buy a house the money in it is not available with a 25% penalty whereas the htb isa is instant access so in an emergency i can access it anytime
