Ive just received a letter saying they do not have evidence that sufficient parking payment was made for a 16 minute stay. There is so much information for overstaying on here but im struggling to find info for insufficient payment. Any advice or direction to look for info would be great.

Forget what happened on the day.
Please read the Sticky thread for NEWBIES then send the BPA template in blue you will find there. Copy and paste and send. That's it, stage one done. Take a screenshot if done online or if by post, send from a Post Office, first class and get a free proof of posting.

Have they given you a POPLA code? If so, search 'Highview POPLA' as keywords here.
Did you give away who was driving in the first appeal, or not?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

i have done nothing so far. I was given intital advice to plain and simply ignore as its not a fine but reading further i do need to act on it. I didnt even know it was a pay and display carpark.0

So send the usual appeal (in blue writing) as set out for BPA members in the NEWBIES thread, not saying who was driving.
The template in the NEWBIES FAQs thread suits ALL cases and is just a way of a keeper getting a POPLA code (assuming you are appealing within 28 days of the PCN). No need to add anything about payments or 15 mins.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My experience with Highview was that when I compared the postal Notice to Keeper to the requirements listed in POFA Schedule 4 Paragraph 9 that the Notice was painfully inadequate.
This was only a month or so ago, so they may not have changed the format.
Must admit I'm unsure about the applicability of such to a Pay'n'Display type ticket. One would think that you should have the ticket / receipt that you were issued on payment as proof - but who keeps things like that, right?0 -
Highview NTKs are not compliant so this is a cinch for a 'keeper appellant' to win at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
