Broadband Upgrade

Hi,
As a small business I entered into a 5 year deal last march, based upon my provider telling me there was an upgrade at the local exchange and I could get faster broadband. This had not been so and the speed became even slower. Is there any site that can prove what broadband speeds are available at your local exchange?
They are pursuing me for 4 years early termination fees and I need to find evidence to back up the fact we had no increase in speed for renewing this contract
Your help would be appreciated

Its not the exchange but the line that decides speed in respect of slow connections .
