I'd send it around day 17 by post and keep proof of posting (free from the PO Counter, NEVER Recorded).
Those signs are the usual terrible small print. Not even the word 'attention' tells you what it's about - could easily be a warning about thieves and not leaving valuables in your car, to any right-thinking person seeing it. Thanks, Coupon-mad. 17 days takes us to next Friday, so I may advise my friend to post on the Thurs, just so we don't get into any non-working weekend days nonsense.
I've also now sent a letter of complaint to the Building Managers using the language Half_Way recommended. I'll update when we hear more. Cheers.0 -
Make sure the friend knows NOT to pop it in a postbox nor to use Recorded Delivery. Just 1st class with a free certificate of posting (receipt) from a PO Counter clerk. My friend has a question. Subsequent to the ticket he scrapped the car, and has informed the DVLA, so he's no longer registered as the keeper of the car. Does this mean that when the PCN tries to get the keeper's details from the DVLA it'll draw a blank, or will they just provide them with my friend's details because he was the listed driver *when the ticket was issued*? I'm assuming it is the latter, but he's sending his first letter today and was after clarification. Thanks!0

The idea by appealing before the NTK arrives is the hope that they will forget to send a NTK at all. I'm sure this is explained in the NEWBIES thread.

Thanks, Fruitcake. That's what I thought, but wanted to be 100% as it was my space, but a friend who got the ticket and he's understandably frustrated and a bit anxious about the (however unlikely) legal implications.0

Good news.
I got a (rather snooty) letter back from the building management company in reply to my complaint.
Quick precis: As a gesture of goodwill blah blah blah on this one occasion blah blah etc...
The upshot is that they are cancelling the parking ticket.
Many thanks for everyone who offered advice. It was very helpful and very much appreciated. This will certainly relieve my friend as well.0
